Review of Retail Payments Regulation Summary of Submissions to the Review of Merchant Card Payment Costs and Surcharging Consultation Paper

The Review is continuing work to assess merchant card payment costs and surcharging issues in the context of RBA’s objectives of promoting competition, efficiency and safety in the payments system.

Following the identification of key issues, the RBA released a Consultation Paper on 15 July 2025 outlining its preliminary policy views and proposed policy responses for public consultation.

During the consultation period, the RBA received 174 written submissions. This document provides a summary of the submissions and additional information received to date (where that information is not confidential).

In addition to the substantial volume of new information and data received to date, the RBA has made further requests for information to inform the Review's analysis.

To give due consideration to this substantial body of information and the policy implications and allow appropriate time for additional information requests to be completed, the RBA has decided to extend the time for concluding the Review until March 2026.
