The upgrade of the technical and network infrastructure used for clearing retail payments and lodging settlement data involves migration from legacy bilateral links between banks and other cleareres to a new common network: the Telstra COIN administered by APCA. The new arrangements also cater for file exchanges using SWIFT.

The Reserve Bank is a sender and receiver of clearing and settlement-related files and, as such, is a link partner in the industry network migration. The Payments Network Connectivity: Partner Migration Information Paper, December 2009 (PDF) provides information to link partners for their network migrations with the Reserve Bank using either the Telstra COIN or SWIFT.
