Submissions on Review of Merchant Card Payment Costs and Surcharging
On 15 October 2024, the Reserve Bank released an Issues Paper to commence a review of merchant
card payment costs and surcharging. The Issues Paper discussed and sought stakeholder views on a
number of card payment issues including interchange fees, scheme fees, least-cost routing,
transparency of merchant service fees and surcharging. Stakeholders were invited to provide
written submissions in response to these issues, as well as to raise any related matters that
they thought the Bank should consider as part of this Review.
